With the detention in Havana of one of Cuba’s most visible artists: Tania Bruguera, several people in the art world are calling for a boycott of the forthcoming Bienal de la Habana as an act of protest. Others believe that the best policy is one of engagement and dialogue, based on a defense of the biennial as a historic site of resistance to the mainstream throughout its history. Is a boycott justified today? Or is the best policy one of engagement and dialogue with the Cuban authorities?
